Summary
Resilience, Integration and Socio-Economic Empowerment (RISE) Balochistan is a flagship initiative of the Industries & Commerce Department, Government of Balochistan, implemented by Balochistan Rural Support Programme (BRSP) across six districts — Panjgur, Kharan, Washuk, Gwadar, Awaran, and Kech. With a funding of Rs. 16.79 billion, the programme aims to empower youth and marginalized communities by addressing multi-dimensional poverty, unemployment, economic exclusion, and climate vulnerability, while fostering inclusive and sustainable development.
Through its Social Engagement component, RISE promotes social harmony, trust, and peaceful coexistence by strengthening local governance, empowering youth and women, and fostering dialogue between communities and institutions, reaching about 379,336 households, engaging 900 youth as social change agents, and strengthening 180 local organizations.
Its Enterprise Development component focuses on reducing poverty and enhancing climate resilience through inclusive economic growth, skills development, and improved access to finance. Nearly 80,000 households will benefit through the establishment of 57,464 micro-enterprises, 4,320 youth will receive TVET training leading to job placements, and 1,620 climate-resilient infrastructures will expand livelihood opportunities for 16,500 households. Additionally, 1,800 households will gain employment through strengthened 180 SMEs, while 12,000 youth and entrepreneurs will access financial services—mainly through Akhuwat to promote sustainable, climate-resilient economic growth across the target districts
