Waseela-e-Taleem Programme (WET)

BRSP, with the support of Benazir Income Support Programme (BISP), is implementing a two year Waseela e Taleem (WeT) programme in four districts of Balochistan from February 2018 to January 2020. This program is linked with Co-responsibility Cash Transfer (CCT) Programme. Under this programme 550,000 children between ages 4-12 years in 4 districts of Balochistan belonging to BISP beneficiary families will be registered with WeT, and those who are out of school will be enrolled at local schools. Upon completion of 70% attendance by registered children at school, the BISP beneficiary family will receive cash assistance of Rs. 750 per quarter per child. The payments will be made after quarterly verification (through compliance monitoring) of each child’s minimum attendance. This conditional cash transfer will continue till the child completes his/her primary education.

The main objectives of the programme is to “provide conditional assistance to the eligible children of beneficiary families of BISP’s Cash Transfer scheme. So that they can complete primary education in conformity with the permissible compliance parameters including the maximum duration of seven years”.

The support being provided under this programme is part of the Graduation strategy aiming to link the Unconditional Cash Transfer (UCT) to attainment of human development goals. The WeT programme is significantly contributing towards following three Sustainable Development Goals.

  • SDG 1. End poverty in all its form
  • SDG 4. Ensure inclusive and equitable quality education and promotion of lifelong learning opportunity.
  • SDG 5. Achieve gender equality and empower all women and girls

 

 

The major deliverables of the programme are as under:

  • To conduct Micro Supply Capacity Assessment (MSCA) of 1,647 schools in Balochistan;
  • To form 1,109 BISP Beneficiary Committee (BBC) in Balochistan;
  • To form 73 clusters from the members of BBCs in Balochistan;
  • Capacity building training will be conducted for 264 Women Leader (WL) to strengthen the WL as they play the role of frontline campaigners;
  • To enroll 52616, and also to extend support to hand-over the activity to BISP;
  • To ensure fund transfer to the beneficiary families on 70% attendance compliance;
